Board Meetings

The Board of Directors meets four times a year on matters relating to TransLink’s mandate and responsibilities. These quarterly meetings are open for the public to attend, participate, and provide input to the Board of Directors.

Time is allocated at every meeting to receive presentations from the public, or from TransLink executives on items that may be discussed during the meeting.

In keeping with modern best practices, the TransLink Board has established a governance framework for governing the affairs of TransLink. The governance framework is based on four guidelines:

Articles

The TransLink Board Articles establish rules of procedure for the conduct of meetings and includes information relating to matters such as Public Input and the publication of board materials. The Board Competencies Guidelines are supplemental to the Articles.

There are significant benefits for both the public and the Board through these opportunities to share opinions and ideas and there is a commitment to having the best possible environment for this kind of dialogue. As such, the Chair will exercise discretion in maintaining a reasonable level of order and decorum where different points of view are respected and the discussions are kept above the level of personal confrontation, disruptive behaviour, and profanity.


Apply to Speak at Board Meetings

In the interest of time, we ask that organizations designate one speaker to represent them as a delegate. The first person to register from an organization will be its designated spokesperson, and other representatives will be added to the speakers' list if time permits.

Personal information collected on this form will be used to process your application and to follow up with you. Your name, affiliation, and the topic you wish to speak to will form part of the agenda and will be provided to the board at the beginning of the meeting and to the media upon request.

All applicants will be contacted by the Office of the Corporate Secretary by email no later than noon the day before the board meeting. If you do not have the chance to speak, you can submit a written submission to the board@translink.ca.

If more people have requested to be on the speakers' list than time permits, the speakers' list will be selected according to the following priorities:

  • First priority will go to those who want to speak about an item that the board is scheduled to discuss at the meeting, particularly people or organizations who have not yet had an opportunity to speak to the board on the subject.

  • When more people want to speak about items on that day's board agenda than the allotted time permits, there may be a limit of two speakers on an individual topic and an effort will be made to hear different viewpoints.

  • Those who want to speak about items not on the board's agenda will be added next to the speaker's list. The priority will be to hear from people who haven't yet had the opportunity to make a presentation.

Lorraine Cunningham

Lorraine Cunningham, ICD.D, FEA, serves as the Chair of TransLink’s Board of Directors and as the Chair of the Pacific Pilotage Authority, a Federal Crown corporation that places marine pilots on large vessels that arrive and depart the west coast of Canada. Through these, Ms. Cunningham’s board and committee work has encompassed every aspect of the business.

In addition to supporting and serving on boards of several not-for-profit organizations, Ms. Cunningham, as Chair of the Business Families Centre at the UBC’s Sauder School of Business, took an active role in working to develop a program for family business advisors. Through this program, advisors can now earn a designation so families can trust that the advisors they are working with understand the unique issues of family business.

Ms. Cunningham manages the Cunningham Group, a Vancouver-based entrepreneurial investment group and privately held family business that has been involved in marine transportation, plywood manufacturing, software development, and restaurants. She is married, a mother, and a grandmother and loves to golf, travel, and hike.

Mayor Malcolm Brodie

Malcolm Brodie has been a member of Richmond City Council since 1996. Following a by-election, he was sworn in as Mayor on October 29, 2001, and was re-elected in 2002, 2005, 2008, 2011, 2014, 2018 and 2022.

Mayor Brodie has been appointed as First Director to the Board of Directors of Metro Vancouver since taking office in 2001. He has been active on various Metro Vancouver committees. He has represented Metro Vancouver on the Municipal Finance Authority as a Trustee since 2006, Vice Chair from 2009-2015, and Chair since March 2015. Mayor Brodie was appointed by UBCM to the Local Government Policing Modernization Roundtable in January 2022 and previously to the Local Government RCMP Contract Management Committee from 2013-2017. He was also UBCM's appointee to the PRIMECorp Board of Directors from 2013-2014. The Mayor was a Director on the Board of the South Coast British Columbia Transportation Authority (TransLink) from 2002-2007 and served as Chair in 2006-2007. Since then, he has been a member of the TransLink Council of Mayors and was recently appointed as Mayors’ Council Designate to the TransLink Board.

Mayor Brodie is the Chair of the City’s General Purposes Committee and the Finance Committee. In addition, the Mayor is an ‘ex officio’ member of the remaining four Standing Committees of Council.Mayor Brodie is the Chair of the City’s General Purposes Committee and the Finance Committee. Before election to Council, Mayor Brodie was a practising lawyer and had a long record of service to Richmond in the volunteer community. In honour of his contributions and achievements in the community, Mayor Brodie was a recipient of the Commemorative Medal for the 125th Anniversary of the Confederation of Canada (1992), the Queen Elizabeth II Golden Jubilee Medal (2002), the Queen Elizabeth II Diamond Jubilee Medal (2012), and the Canada 150th Anniversary Medal (2017).

Jennifer Chan

Jennifer Chan is a lawyer with a broad range of practice experience. She currently serves as General Counsel to Providence Health Care. Previously, she practised as a policy and strategic projects lawyer for a legal professional regulator, as an infrastructure and real property lawyer with a leading national law firm, and as counsel for provincial and federal commissions of inquiry. She has significant experience handling complex situations with diverse parties, building consensus, and co-developing recommendations for a shared path forward.

Jennifer is proud to have served on the Vancouver Public Library Board for eight years, including two years as Chair. She has also served on the board of the Continuing Legal Education Society of BC, one of the largest providers of continuing legal education in the province, and on the Vancouver Foundation’s Environment and Animal Welfare Advisory Committee.

Jennifer is grateful to live and work on the unceded homelands of the xʷməθkʷəy̓əm (Musqueam), Sḵwx̱wú7mesh (Squamish), and sə̓lílwətaʔɬ (Tsleil-Waututh) Nations, together with her partner Matt. She holds degrees from Harvard (LL.M.), Oxford (M.Sc.), U. Victoria (LL.B) and UBC (B.Sc.), and is a graduate of the I CD-Rotman Directors Education Program (ICD.D).

Harj Dhaliwal

Dr. Harj Dhaliwal has extensive experience in post-secondary and in management. He has spent eleven years in the classroom at Kwantlen Polytechnic University before moving into an Associate Dean, Marketing Management role for almost five years at BCIT. Harj has a Bachelor of Arts in Political Science from the University of Western Ontario, a Master’s of Business Administration from the University of Victoria, and a PhD in Organizational Behaviour specializing in Leadership from Capella University in Minneapolis.

Harj has been an entrepreneur and involved in a business of some sort ranging from commercial janitorial, high tech, cell phone service, and most recently in the construction business for many years. His experience in managing both small and medium sized firms combined with his education provide him a unique set of skills in evaluating organizations and projects.

Harj has been a volunteer coach, club executive, and now a district chair in the Surrey soccer community for over fifteen years. Currently, he serves as the Chair of the South Fraser District Association, the largest soccer youth district under BC Soccer in the Province.

Gordon Harris

Gordon Harris is a city planner and urban land advisor. From 2007 to 2020, Gordon served as President and CEO of the SFU Community Trust, where he led the planning and development of UniverCity, a complete community of 9,000 people on the Burnaby Mountain endowment lands owned by SFU. A livable, affordable, and sustainable community, UniverCity is also an ongoing generator of endowment wealth for teaching and research at SFU.

For 35 years, Gordon has been the principal of independent planning and urban land advisory consultancies, focused on helping public-sector and institutional clients unlock the value of their land assets to support their institutional missions while also building community. His clients include universities and colleges across Canada and in Australia, as well as NGOs and all levels of government in Canada, Central America, and Europe.

Gordon is a Fellow of the Canadian Institute of Planners and the Royal Canadian Geographical Society. He has served on the National Capital Commission's Advisory Committee on Planning, Design and Realty, and on the boards of Presentation House (now Polygon Gallery), the BC Arts Council, and the Vancouver Contemporary Art Gallery. He is a recipient of the Queen Elizabeth Diamond Jubilee Medal for his lifetime contribution to community building in Canada.

A frequent presenter at international conferences and lecturer at universities across Canada, Gordon has a BA in Urban Geography from the University of Alberta. He is the author of Building Community: Defining, Designing, Developing UniverCity, and of the upcoming sustainable development text, Urban Waste Land.

Stephen Howard

Stephen Howard is an award-winning communicator and strategist with over 35 years of experience shaping public policy in British Columbia.

Over his long career, Stephen has worked for a number of unions in senior positions including the B.C. Federation of Labour, the Hospital Employees’ Union, B.C. General Employees’ Union, and in Ottawa for the Canadian Union of Public Employees. He also worked at the Legislative Assembly of B.C. as Chief of Staff to the Leader of the Official Opposition.

Now retired, Stephen is on the Langara College Board, where he serves as a Vice Chair and Chair of the Governance and Nominating Committee. He has also served on the Board of Governors at the University of British Columbia.

Stephen holds a Bachelor of Arts degree from Simon Fraser University, and a Journalism Certificate from Vancouver Community College Langara.

Tracy Redies

Tracy Redies joined as President & CEO of Science World British Columbia in 2020. She is passionate about disseminating STEAM-learning to more people in BC, believing these skill sets will be key to the province's and Canada's success in the coming decades.

Tracy has over 25 years of experience as a high-growth organization builder with a strong commitment to serving the province and its communities. Tracy spent much of her career leading complex financial institutions, serving as CEO of Coast Capital Savings Credit Union and, before that, Executive Vice President and Head of Personal Financial Services of HSBC Bank Canada. In 2017, she joined the B.C. Liberal party as MLA, Surrey-White Rock serving as Finance Critic for the Opposition.

Tracy has served on the University of Victoria board of governors, the Surrey Memorial Hospital Foundation board, and as a corporate director for BC Hydro. As a member of the Premier's Women's Economic Council for BC, Tracy supported the improvement of economic outcomes for women entrepreneurs and business leaders. She is also a past director of the CH.I.L.D. Foundation, the Sauder Advisory Council and the Sources Foundation, an organization responsible for supporting local food banks, women’s shelters and affordable housing options. Tracy is currently a director of the Greater Vancouver Board of Trade.

Tracy and her husband have raised their 4 children in the Surrey-White Rock area. In her spare time, she enjoys gardening, horse racing and spending time outdoors with her family and two dogs.

Andrea Reimer

Andrea Reimer has been a strong public voice in Vancouver and the metro region with a focus on working with residents to build green, reconciled and connected communities, and making government easy for the public to access.

Andrea started her public work as an organizer working on community efforts to achieve greater social, environmental and economic justice. In 2002, she was elected to the Vancouver School Board and, a first for the Green Party in Canada. In 2008, Andrea co-chaired Gregor Robertson’s successful campaign for Mayor, and was herself elected to three terms on Vancouver City Council.

On Council, Andrea led a number of initiatives including the City’s effort to be the Greenest City on earth and Vancouver’s nationally significant municipal framework for reconciliation with Indigenous peoples. As the long-time political lead on community planning and public engagement at Vancouver City Council, and a ten year Director at Metro Vancouver, she gained a strong understanding of housing, transportation, and land use issues across the region.

After leaving municipal politics in 2018, Andrea was awarded a prestigious Loeb Fellowship at Harvard University’s Graduate School of Design in recognition of her civic leadership.

Upon returning to Vancouver, Andrea founded Tawâw Strategies, a consulting firm that supports courageous leaders to implement bold ideas. Her clients include First Nations, public sector agencies, local governments, and NGOs. She is teaches about public policy at UBC and SFU.

Andrea has also been a prolific community volunteer serving on boards of diverse organizations ranging from credit unions to universities to grassroots community groups.

Harpinder Sandhu

Harpinder Sandhu has over a decade of real estate valuation experience for the provincial government. His expertise with residential, commercial, industrial, and redevelopment land provides a solid background for public property guardianship. He has also co-authored two major policy papers on housing affordability, key in producing provincial housing legislation.

Harpinder has an interest in the importance of civic awareness and the longevity of public institutions. As part of his pension and governance work, he was keynote speaker to numerous conferences including the OECD Headquarters. His proactive approach to responsible investment is demonstrated as a committee chair of the UN sponsored Principles of Responsible Investment (Western North America Chapter). Since 2015, Harpinder has served as Board Trustee for the BC Public Service Pension Plan. He is the Investment Chair for the BC Municipal Pension Plan, with over $66 Billion total assets under management. Harpinder is currently a Servicing Representative for the Canadian Union of Public Employees (CUPE) and is also a Board member for the Shareholder Association for Research and Education and founding member of the Canadian Capital Stewardship Network.

An alumnus of Simon Fraser University, Harpinder holds Bachelor of Arts degrees in Geography and Economics; focused on international trade, finance, sustainable urban development, and public policy. He earned an ICD.D designation after completing the Rotman Directors Education Program from the University of Toronto.

Allan Seckel

A lawyer by profession, Allan Seckel, KC, has had a career that has spanned private practice, public service, and the not-for-profit sector. Mr. Seckel is currently the Chair of the BC Housing Commission and Vice Chair of Legal Aid BC. He also serves as the Chair of the Board of Directors of Covenant House Vancouver.

Mr. Seckel practised as a litigation lawyer with a major Vancouver firm after serving as Law Clerk to the Hon. Nathan Nemetz, Chief Justice of British Columbia, from 1983 to 1984. From 2003 to 2009 he was the Deputy Attorney General for British Columbia, and from 2009 to 2011 he was the Cabinet Secretary, Head of Public Service and Deputy Minister to the Hon. Gordon Campbell, Premier of British Columbia. From 2017 to 2018 Mr. Seckel was the Chair of the Mobility Pricing Independent Commission. More recently, he has been the CEO of the Doctors of BC.

Mr. Seckel holds a Bachelor of Arts degree with joint honours in economics and commerce from Simon Fraser University, a law degree from the University of Victoria, and a Master of Law degree from Gonville & Caius College at Cambridge University, where he attended as a Commonwealth Scholar. He is the co-author of two legal texts. A member of the Law Society of BC, Mr. Seckel was designated a King’s (originally Queen’s) Counsel in 2003. In 2013, he earned an ICD.D designation from the Institute of Corporate Directors.

Mayor Brad West

Mayor of the City of Port Coquitlam

Brad West was first elected Mayor of the City of Port Coquitlam in 2018, receiving the most votes ever by a municipal candidate in the city’s history. In 2022, Brad was the first Mayor in Port Coquitlam to be acclaimed to another term in office.

Prior to his time as Mayor, Brad served three terms as a City Councillor. He is widely recognized for his strong, common-sense leadership, his focus on what matters to Port Coquitlam families, and his ability to get things done.

Under Brad’s leadership, Port Coquitlam has been making significant improvements to the quality of life of its residents. With a focus on delivering the core responsibilities of the city, there has been tremendous progress on the community’s priorities while carefully and responsibly managing taxpayer dollars. Port Coquitlam is being widely recognized as one of the best cities to live in the province.

Brad is a life-long resident of Port Coquitlam and, along with his wife Blaire, is proud to be raising his two young sons in his community. The West family keeps busy with soccer, hockey, lacrosse and enjoying time in our beautiful parks and trails.

Brad is a graduate of the University of Victoria, St. Francis Xavier University and completed a program in Leadership at Harvard University.


Mayors’ Council Designates to the Board

Mayor Linda Buchanan

Mayor of the City of North Vancouver

Linda Buchanan is currently serving her second term as Mayor of the City of North Vancouver. Prior to being elected Mayor, she was a public health nurse for 30 years, working with children and families. Mayor Buchanan also served two terms as a City Councillor and one term as a School Board Trustee.

Mayor Buchanan’s goal is to build an inclusive and healthy community for all people. By focusing on shared prosperity, mobility, sustainability, vibrancy, and people-friendly places, Mayor Buchanan aims to improve livability across the City of North Vancouver. She has championed making the City of North Vancouver ‘the Healthiest Small City in the World' and has put the health and wellbeing of residents at the heart of her decision-making.

Mayor Nicole MacDonald

Mayor of the City of Pitt Meadows

Nicole MacDonald was elected Mayor of Pitt Meadows on Oct. 15, 2022, after serving one term as a City Councillor.

During her tenure on Council, Mayor MacDonald represented the City on numerous committees such as the Agricultural Advisory Committee, YPK Airport Board, Police Liaison Committee, Economic Development Advisory Committee, and the Metro Vancouver Indigenous Relations Committee.

Previously, Mayor MacDonald served as a Vancouver Police Officer before earning a Master’s Degree in Applied Legal Studies from Simon Fraser University. In 2013, she opened a Notary practice in the heart of Pitt Meadows, founded on the core values of kindness, professionalism, and compassion.

Mayor MacDonald believes that smart balanced growth and sustainable infrastructure are vital for a healthy community and economy. Public safety, transportation, flood protection, and recreation are paramount. She believes strongly that we must work together with residents, neighbouring communities, other levels of government, outside agencies, and First Nations rights holders, to preserve what makes this community special and plan for future generations.

Pitt Meadows is unique and beautiful because of its environment and diverse attributes such as the mountains, rivers, dykes, agricultural land, airport and amenities. For Mayor MacDonald, it is the people in the community that make it so special. She and her family value the friendships and relationships they have established in Pitt Meadows.

In her free time Mayor MacDonald loves watching her daughters, Aden and Gracie, in their sports and activities, as well as spending time with her dogs, Arlo and Bean.

Mayor Eric Woodward

Eric Woodward has been a member of the Township of Langley Council since 2018, serving one term one Council before being sworn in as Mayor in 2022.

In addition to his capacity as Mayor, he is currently a member of the Board of Directors at Metro Vancouver Regional District and the Municipal Finance Authority of BC. Mayor Woodward is also Chair of the Metro Vancouver Regional Planning Committee and is a member of several other committees at Metro Vancouver, including the Finance Committee and the Regional Parks Committee.

Before his election to Council, Mayor Woodward was the President of the Fort Langley Business Improvement Association from 2012 to 2017, and the Director of the Langley Memorial Hospital Foundation from 2014 to 2018. He also served on the Township of Langley’s Economic Development Advisory Committee and Heritage Advisory Committee.

Since 2005, Mayor Woodward has been working to revitalize Fort Langley’s commercial core and has acquired and renovated several buildings in Fort Langley, notably achieving LEED Gold certification for the Coulter Berry Building in 2016. Improvements for Fort Langley are now being pursued within the Eric Woodward Foundation, with all financial benefits directed towards charitable purposes.

Growing up in Langley, Mayor Woodward was part of the emerging internet industry at a young age, pursuing a network management and software development career. He formed and sold several successful companies, including Internet Direct, Mail.com, and DomainWorks, before focusing his efforts on revitalizing the Langley community.

Mayor Woodward holds a BA in Political Science from the University of British Columbia after graduating from Langley Senior Secondary.
